Job Description – HSE Manager
Reporting To: Business Unit Manager (Matrix reporting to Plant Manager)
Purpose of the Role
The HSE Manager is responsible for overseeing all health, safety, and environmental functions within the plant, ensuring compliance with company policies and regulatory standards, while promoting a strong safety culture and minimizing workplace risks.
1. Relationship Management
• Collaborate with cross-functional teams on plant construction, equipment design, and hazard assessments
• Provide management with recommendations for process improvements
• Promote employee engagement in safety initiatives
2. Strategy & Development
• Support management in defining and achieving HSE objectives
• Develop and implement safety procedures and Standard Work Instructions (SWI)
• Drive behavioral safety practices across operations
3. Operations & Compliance
• Ensure compliance with all safety regulations and company standards
• Conduct internal audits and report compliance status
• Identify hazards and conduct risk assessments
• Implement corrective actions and escalate high-risk issues
• Monitor safety tools and internal safety systems
4. Site Safety & Risk Management
• Supervise high-risk activities on-site and guide contractors
• Promote safety awareness among workers and supervisors
• Improve existing safety practices and procedures
• Ensure adherence to legal and regulatory HSE requirements
5. Equipment & PPE Management
• Ensure inspection and compliance of safety equipment (fire systems, cranes, forklifts, etc.)
• Maintain adequate supply and proper usage of PPE
• Ensure availability of first aid resources
6. Incident Management & Reporting
• Report and investigate LTI, MTI, and Near Miss incidents
• Maintain and update reports (including 8D reports)
• Prepare regular HSE performance reports
• Highlight and escalate unsafe conditions
7. Continuous Improvement
• Participate in daily SQDCE meetings
• Support implementation of 5S practices
• Ensure compliance with company ethics, policies, and risk controls

Required Qualifications & Skills
• Minimum 5 years of experience in a senior HSE role
• Bachelor’s degree in:
o Occupational Health & Safety
o Safety Engineering / Safety Science
o Environmental Health (preferred)
• Strong communication skills across all organizational levels
• Ability to work with regulatory authorities and stakeholders
• Strong analytical and risk assessment capability
• Proactive, adaptable, and safety-driven mindset
