Job Description:

We are seeking an experienced Senior Manager - Statistics (Emirati) to lead and elevate the Statistical Operations function within a leading Customs organization.

The role is responsible for directing all statistical activities related to the collection, classification, validation, and analysis of trade data (imports, exports, and re-exports) across Dubai ports. The primary objective is to ensure the highest standards of data accuracy, timeliness, and reliability regarding the type, quantity, value, and origin of goods, while driving the department toward international best practices and world-class performance in trade statistics.

Duties and Responsibilities:

Strategy & Leadership

Formulate and execute short- and medium-term strategic plans for the Statistics Department, ensuring full alignment with the Strategy and Institutional Excellence Department’s objectives.

Develop and implement comprehensive policies, procedures, and Standard Operating Procedures (SOPs) for data collection, classification, analysis, and publication.

Lead the transformation of the Statistics Department to achieve world-class standards in data quality, innovation, and international compliance.

Financial Management

  • Prepare and manage the annual budget for the Statistics Department, secure approvals, and ensure adherence to financial policies and procurement regulations.

Operations & Business Intelligence

Oversee the timely collection, processing, and analysis of trade statistics from Dubai ports.

Ensure the accuracy, consistency, and reliability of all statistical outputs provided to internal stakeholders, government entities, and external clients.

Deliver actionable business intelligence and market insights on trade trends, commercial risks, and economic indicators to support senior management and strategic decision-making.

Leverage advanced technologies and digital solutions to enhance statistical systems and data management processes.

Represent the organization in local, GCC, and international statistical forums and meetings, effectively managing key discussions and partnerships.

Team Development & Performance

Lead, mentor, and develop a high-performing team of statisticians and analysts.

Identify training needs and recommend development programs to build institutional capabilities.

Optimize resource utilization and foster a culture of collaboration, innovation, and excellence across departments.

Ensure high levels of internal and external customer satisfaction by resolving statistical data-related issues promptly.

General

Perform any additional duties assigned by the direct manager with full commitment and professionalism.

Qualifications and Experience

Nationality: Emirati only with Dubai Passport.

  • Experience: 10–12 years of relevant experience in statistics, trade data, or economic research, preferably within government, customs, ports, or trade-related sectors.

Minimum 5 years in a senior managerial role with proven experience in team leadership and budget management.

  • Strong background in strategic planning, process improvement, data governance, and institutional development.

Demonstrated experience in implementing digital transformation initiatives in statistical systems.

Education: Bachelor’s degree or Higher Diploma in Statistics, Economics, Data Science, Business Administration, or a closely related field. A master’s degree is highly preferred.
